The Capitalism is most practicing economy system in European, American, African, Asian and Pacific countries in order to increase the return generated from economy production factors. In this system, profit is the main objective at all level communities and societies. The weakness of this system, it will make the gaps between the richer and the poorer where the price mechanism is a factor used in order to determine the value of goods and services. Welfare economics is an approach used to prevent the brutality of capitalism system to the society. Discuss what the importance of welfare economic study in order to achieve the economics efficiency and fairness distribution of income to the society.

National Urbanisation Plan (NUP) aimed to guide and coordinate the planning and urban development of the country to be more efficient and systematic particularly to handle the increase in the urban population by 2020 with emphasis to balancing the social, economic and physical development within urban areas. NUP will be the main thrust for all urban planning and development activities in Peninsular Malaysia including development plans at the state and local levels. This policy will outline the thrust, policy, measures and implementation plan to coordinate and manage the urbanisation process of the country. Discuss what the important of NUP to the society in order to achieve the aims of Welfare economics in Peninsular Malaysia.
